Dr. Ruffin is CEO of Ruffin Informatics, Inc. (d.b.a. The Informatics Institute - TII), a firm he founded in 1994. Dr. Ruffin develops and teaches educational programs and consults in applied informatics and information systems for health care organizations throughout the USA.
For seven years before founding The Informatics Institute, Dr. Ruffin was the Clinical Information Officer and Assistant Vice-President for Health Services Research and Development on Inova Health System, Falls Church, Virginia. In this position, he acted as an internal consultant and "catalyst for change" to facilitate the metamorphosis of HIS from a regional hospital system to an integrated health care system. His principal activities included planning for information and communication systems, clinical quality Improvement programs, and technology assessments for HIS facilities.
Dr. Ruffin also worked as the Medical Director of the Watson Clinic, Lakeland, Florida, a multispecialty group practice, and the Vice President of University Health Partners, an HMO development firm.
Dr. Ruffin was the Chairman of the Forum on Medical Informatics of the American College of Physician Executives and continues to teach many courses on Medical Informatics for the College. He taught medical informatics in the Administrative Medicine Program at the University of Wisconsin. He currently serves on the faculty of the Department of Health Evaluation Sciences at the University of Virginia.
Dr. Ruffin earned a BA degree in English with High Distinction from the University of Virginia, an MD degree from the Harvard Medical School, and completed and Internal Medicine residency at Duke University Medical Center. From 1981-1983, Dr. Ruffin was a Robert Wood Johnson Clinical Scholar.
Dr. Ruffin also holds an MPH in Epidemiology from the School of Public Health at the University of North Carolina, Chapel Hill, and an MBA in Health Care Economics from the Stanford Graduate School of Business, Stanford University, both degrees he earned while a Clinical Scholar. Dr. Ruffin is a board-certified general internist, and a Distinguished Fellow of the American College of Physician Executives (ACPE). He is a trustee of Catholic Health East.
Dr. Ruffin frequently lectures to national audiences. He has published numerous journal articles and book chapter. His book, Digital Doctors, was published in March 1999, by the ACPE. He has published two courses on informatics on CD-ROM for the ACPE, Managerial Applications of Information Technology (copyright, 2000), and Human Factors in Implementing Information Systems (copyright, 2001).
