
Mr. DeMuro is a partner in the Los Angeles and San Francisco offices of Latham & Watkins LLP. He is a CPA with an MBA in Finance who has practiced health care law since 1979. Paul has practiced extensively in the areas of corporate governance, corporate transactions, joint ventures, mergers and acquisitions (M&A), corporate organization, finance, Medicare reimbursement, fraud and abuse, compliance, and managed care. He represents hospitals, health systems, physicians, medical groups, accountable care organizations, e-health and health care technology companies, medical group development, physician practice management companies, integrated delivery systems, integrated health systems, managed care organizations, and ancillary providers, including laboratories, pharmaceutical companies, DME companies, clinics, home health agencies, etc., and investment banks.

He also is the author of The Financial Manager's Guide To Managed Care and Integrated Delivery Systems (Irwin 1995) and coauthor of Health Care Mergers and Acquisitions: The Transactional Perspective (BNA 1996). Mr. DeMuro is editor and contributing author for the Aspen publications Topics in Health Care Financing Issue on Integrated Delivery Systems (1994). He has authored over 80 publications on M&A, corporate governance, executive compensation, Medicare reimbursement, fraud and abuse, compliance, physician practice management organizations, integrated delivery systems, accountable care organizations, capital finance, and managed care related topics.
Mr. DeMuro has delivered throughout North America numerous presentations on health care issues and has delivered over 300 presentations on an international, national, and regional basis over the last few years. Mr. DeMuro is a Fellow in the Healthcare Financial Management Association (HFMA), and a recipient of the Follmer Bronze, Reeves Silver, Muncie Gold Founders Medal of Honor Awards in Healthcare Financial Management. He is on the Editorial Board of the Aspen Publications Managed Care Law Manual, Atlantic Information Services' Report on Medicare Compliance weekly newsletter, and HCPro's Managed Care Contracting and Reimbursement Advisor.
Mr. DeMuro was Chair of HFMA's Compliance Officers Forum Advisory Council (1997-1999). He was a member of the National Board of Directors of the HFMA from 1995 - 1997, and its Executive Committee from 1996 - 1997. He was chair of its Technical Services Council. He was a member of HFMA's National Principles & Practices Board from 1992 to 1995, and its Vice Chair from 1993 to 1995. Mr. DeMuro is a past president of the Northern California HFMA chapter, having served as Secretary and President -Elect and President. He is a past member of the Board of HFMA Learning Solutions, Inc. Mr. DeMuro is also a member of the American Institute of Certified Public Accountants, the Maryland Association of CPAs, the Medical Group Management Association where he is a Fellow in the American College of Medical Practice Executives and a certified member, the American Health Lawyers Association (and a member of its Best Practices Task Force on Fraud and Abuse (1998-1999) and its ENRON Task Force (2002)), the Medicine and the Law Committee of the International Bar Association, and the American College of Healthcare Executives.
Mr. DeMuro is a former chair of the American Bar Association's Health Law Section, as well as past Budget Officer, past Chair of its Transactional and Business Healthcare Interest Group, and former Chair of the ABA Section Officers Conference Financial Affairs Committee. He has been a member of the ABA Joint Committee on Employee Benefits since 2003, and the chair from July to August, 2009. Mr. DeMuro also is a Fellow of the American Bar Foundation. He is a member of the Healthcare Section of the Los Angeles Bar Association, a member of the California State Bar Association Committee on Health of the Business Law Section. He is certified in Healthcare Compliance by the Health Care Compliance Association.
Mr. DeMuro is admitted to practice law in California, Washington, D.C. and Maryland.
Mr. DeMuro has been listed in Chambers and Partners USA's top tier, Expert Guides, Super Lawyers, Who's Who in the World, Who's Who in American Law, and The Best Lawyers in America.
