Putting Competency-Based Governance into Action
Tools and Resources for Board and Executive Leaders to Apply Competencies to Board Work
The Center for Healthcare Governance is pleased to provide a series of tool sets that apply trustee core competencies to board member selection, education and mentoring, performance assessment and board leadership development and succession planning. These tool sets were developed by a work group of governance experts charged with developing tools and resources to assist hospital and health system governing boards to apply competencies to board practices, as recommended by the Blue Ribbon Panel on Trustee Core Competencies.
All four tool sets are included in the Competency-Based Governance Tool Kit, which also includes a framework for how to use all of the tools to provide an integrated foundation for competency-based governance. Each tool set below is provided as a Word document that enables hospital boards and leaders to adapt the tool, as appropriate, for their individual needs. Each tool set also includes a feedback form to provide comments and suggestions about the tools to the Center for Healthcare Governance.

Competency-Based Peer Assessment Tools
Resources include two sample versions of a peer assessment survey—one for each board member to complete and another for peer evaluators. Guidelines for interpreting survey results and a Personal Development Plan for individual board members to use in further developing core competencies also are part of this tool set.
Boards will complete a competency-based peer assessment survey for each board member and submit their completed surveys to the Center for Healthcare Governance. The Center will tabulate, display and return to each participant his or her survey results across the 18 competencies assessed. Using the guidelines for interpreting survey results and the Personal Development Plan, each board member can identify competencies he or she would like to further develop. The Center also will provide a report profiling competency strengths and opportunities for improvement across the entire board that can be used to plan for board development activities.

Competency-Based Board Member Selection Tools
This tool set provides an Interview Guide for selecting new board members. The guide includes a description of all 18 trustee core competencies, suggested interview questions to determine the extent to which each board candidate demonstrates use of competency behaviors and a rating scale that allows interviewers to provide an overall numeric rating for each competency. A Sample Board Competencies Summary also is provided for interviewers to display ratings for each candidate across all competencies assessed and compare relative competency strengths and weaknesses across candidates. The Interview Guide and Sample Summary can be modified to reflect the number of interviewers and range of competencies assessed by individual boards.
A competency-based board member position description and a guideline for trustee recruitment also are included in this tool kit.

Competency-Based Education and Mentoring Tools
This tool set applies core competencies to two board practices: trustee education and mentoring for both new and seasoned board members.
A model that suggests steps for incorporating development of knowledge and skills competencies into board member orientation is included, as well as a variety of suggested resources boards can use to build a competency-based trustee orientation program.
A mentoring guideline discusses how boards can use the mentoring process as an educational tool to strengthen use of the 15 personal competencies through peer interaction. Checklists that describe activities for mentoring new trustees and using mentoring as a leadership development tool also are provided.

Competency-Based Leadership Development and Succession Planning Tools
This tool set includes a guideline for applying competencies to board leadership development and succession planning processes. It outlines a structured process for developing board leaders that addresses: understanding how leaders apply competencies; identifying board leadership opportunities; identifying your board's leadership competency needs; defining the board leadership pool; and developing leaders and planning for succession.
This tool set also indicates how to use the results of competency-based peer assessment, board member recruitment and selection and board education and development activities to identify and select board leaders.
